Kashmir human shield row: State Human Rights Commission asks govt to pay Rs 10 lakh to Farooq Ahmad Dar

Srinagar, July 10 (IBNS): The State Human Rights Commission (SHRC) on Monday directed Jammu and Kashmir government to pay Rs 10 lakh as compensation to Farooq Ahmad Dar, who was used as a human shield and tied to the front bumper of a military jeep by an army in central Kashmir in May this year.

As already reported, Major Nitin Gogoi from the 53-Rashtriya Rifles had used Dar as a human shield against stone-pelters during the by-poll to the Srinagar Lok Sabha seat on Apr 9.
                                                                                     
According to statement issued by State Human Rights Commission, its chairman Justice Bilal Nazki said, “State government should provide 10 lakh compensation to the victim, Farooq Ahmad Dar within the period of six weeks."

The SHRC, however, refused to direct the Indian Army in the case saying, "It doesn’t have jurisdiction over the army."

The State Human Rights Commission started investigating the case after a human rights activist Mohammad Ahsan Untoo filed a complaint against the army for using Farooq Dar as a human shield.

Farooq Dar’s case of being used a human shield had drawn condemnation from people in the Valley.
