Srinagar, Sept 7 (IBNS) Jammu and Kashmir Chief Minister Mufti Muhammad Sayeed on Monday expressed his commitment to fully rehabilitate the victims of September 2014 deluge and reconstruct the flood-ravaged infrastructure.
