New Delhi, Dec 31 (IBNS): The Congress on Saturday attacked Prime Minister Narendra Modi and his televised address to the nation by calling it a 'budget speech' that was delivered outside the Parliament.

"This is perhaps the first time a budget speech is being delivered outside Parliament? This is a total bypass of THE SUPREME LEGISLATURE BODY," Congress leader Manish Tewari tweeted.

"2/2 what is@arunjaitley going to do on 1stFebruary orwhenever he presents the budget. It is already done.Is this not contempt of Parliament??," he said.

"3/3when Model Code of Conduct does not apply to Union Budget why is PM hellbent on undermining FM?Is there a larger msg-Parliament be damned," the Congress leader said.

He said: "4/4Is there a precedent that A budget speech has been made by PM outside Parliament one month before Union Budgetpresented?Reichstag gutted."

Prime Minister Narendra Modi on Saturday delivered his televised address to the nation, fifty days after he announced the banning of old Rs 500 and Rs. 1000 currency notes on Nov 8.
