China issues policy paper on South China Sea

Beijing/New Delhi, Jul 13 (IBNS): China has published a policy paper asserting its rights in the South China Sea and blaming Philippines of illegally occupying Chinese territory, the media reported on Wednesday. China is an important force for maintaining peace and stability in the South China Sea, according to the White Paper.
On Tuesday, the international tribunal at The Hague ruled that China has no historic title over the waters of the South China Sea.

Xinhuanet reported that a white paper titled "China Adheres to the Position of Settling Through Negotiation the Relevant Disputes Between China and the Philippines in the South China Sea" was published on Wednesday, after an award was issued on Tuesday in the arbitration unilaterally initiated by the former Philippine government.

The document, issued by China's State Council Information Office said that  China endeavors to achieve win-win outcomes through mutually beneficial cooperation, and is committed to working with other countries in the region, to making the South China Sea "a sea of peace, cooperation and friendship," reported Xinhua.

Xinhua also reported that China will decide whether to declare an Air Defense Identification Zone (ADIZ) in the South China Sea in accordance with the extent of threat.

Vice Foreign Minister Liu Zhenmin, Xinhua, while talking at a press briefing at the Information Office of the State Council, has said, "The ADIZ is not a Chinese invention, but rather that of some big powers. If our security were threatened, of course we have the right. It depends on our comprehensive judgment," reported Xinhua.

China's official press agency also said that the vice foreign minister has reaffirmed that China will not execute the award and has called on the Philippines to return to the track of bilateral negotiation.
